STRATEGIC PLANS AND COMMUNITY PLANNING
Our experience with strategic plans and community planning includes a wide spectrum of planning projects
which integrate extensive research, projections, computer technologies and geographic information systems.
Most of these plans are developed sequentially with input from the client, other team members and review
agencies. A hallmark of our work is the success of our strategic plans, developed in concert with our clients and
members of the project teams. Many of our projects are communities designed with careful attention to the

ALICO, INC. HOLDINGS
Project Location: Lee, Polk and Hendry Counties
Services Provided: Lead planner on a multi-disciplinary team developing due
diligence studies and entitlement strategies for multiple holdings in three Florida
Counties. A strategic plan developed for the Lee County acreage (see below) led to
the Florida Gulf Coast University donation, the University Community future land use
category, Miromar Lakes, Gulf Coast Center , the Airport Commerce Comprehensive
Plan Amendment and the Lago development. Studies in Hendry and Polk Counties
included draft master plans and potential development assessment.
ALICO NEW TOWN
Project Size: 11,000 acres
Project Location: Lee County, Florida
Services Provided: Principal author for a Development of Regional Impact (DRI)
application, strategic plan, and zoning application for 11,000 acres. Extensive
research and collaborative efforts for the master concept plan preparation. Project
representation and public workshops and with the review agencies. Once this
property was chosen for the Florida Gulf Coast University, the project was revamped
and now includes two approved DRIs.
ARBORWOOD
Project Size: 2,232 acres
Project Location: Fort Myers, Florida
Services Provided: Overall contract and project manager for a multi-disciplinary
team for this mixed-use development. Annexation into the city of Fort Myers and the
CDD have been approved. Primary author and coordinator with city staff for the text of
new land development regulations for a land use category that was created.

presentation to the Board of Directors and Family Board resulted in unanimous
approval of all suggested entitlement strategies.

Project Location: Palm Beach Gardens, Florida
Services Provided: Author with a team of planners, lawyers and designers of two
versions of a detailed new city land development code land use category for this
proposed new town development and drafted amendments to other sections of the
city codes. One code version was conventional and the other is form-based. Close
coordination with the site designers in their development of the project Pattern Book.
FLEISHMAN PROPERTY STUDY
Project Location: Estero, Florida
Services Provided: Lead planner on a strategic study to set the stage for the
entitlement of this property. The recommendation lead to joining with adjacent
property owners as applicants for a large-scale comprehensive plan future land use
map amendment that evolved into the San Carlos-Estero Map Amendment.

Services Provided: Lead planner on a multi-disciplinary team developing the initial

plans with the developer and architect’s input. Extensive issue research and
responses to staff opinion that the project was not compatible with the
Comprehensive Plan. Multiple days before the Hearing Examiner with new issues
posed by staff as the hearing progressed.
HERITAGE BAY
Project Size: 2,562 acres
Project Location: Collier County, Florida
Services Provided: Lead planner on the multi-disciplinary team securing zoning
and DRI approval for this mixed use development on an existing mining site.
Authored the land development regulations and PUD document. Extensive
discussions with the county staff and county attorney’s office.
MIROMAR LAKES
Project Size: 1,805 acres
Project Location: Lee County, Florida
Services Provided: Project manager/lead planner for a multi-disciplinary team.

community and commercial site design. Collaborated with the golf course architect
and other team members in developing segments of the master concept plan.

RIVER'S EDGE (now Gulf Harbour)
Project Location: Lee County, Florida
Services Provided: Project manager/lead planner for a multi-disciplinary team
securing a DRI amendment. Provided master planning and major revisions to this
riverfront golf course community.

Services Provided: Project manager/lead planner for a multi-disciplinary team
securing development approvals for this planned golf course community. Developed
